Another major possibility I can think of is that the cheap buckets are sold out on the ORD flights, either on the domestic or international legs. This can easily create a higher fare, even if a certain routing is available. If you want to PM me (or post) the dates you are traveling, I would be more than happy to try and see if I can get you the better routing, or at least check if the problem may be the availability in certain buckets.
