Anyways, It can also be read as - 1. applies to all tickets, CX and otherwise. 2. Includes tickets not issued on CX or KA ticket stock.
Since tickets issued through CX reservations, ticketing and airport offices will most likely be on CX/KA ticket stock, wouldn't you think that point 2 should actually be saying "Applies to Non-CX or Non-KA ticket stock
as well, regardless of issue place."
Overall, I think this annoucement was pretty poorly worded, and CX should probably be the one to hire someone with basic English skills to issue their annoucements in English...
