Just because X amount of carry-on luggage is allowed does not mean everyone is going to bring it. Many people travel with little more than an overnight bag or a purse.

Personally, I don't mind what people take on a plane. As I said before, don't be mad at the agent, airline or flight attendants if you are asked to check your bag--we're not the ones taking up all of the bin space.
