Is there actually enough bin space for every passenger even if the rules are followed? I have always questioned this, and wondered why, if so, no airline (to my knowledge) ever thought to mark off 9x14x22" (or whatever the policy) spaces and label them with individual seat numbers. Pretty simple, I would think.
