Although I'm certainly not excusing the FA, there's nothing "tricky" about the RIVER VISUAL 19 approach. Any competent pilot can fly it without difficulty, and I'm sure most AE pilots in the Northeast have much experience operating into DCA. Further, you shouldn't be too concerned about the phone interfering with navigational equipment since if you were making that right turn the pilots would have certainly had the runway in sight (hence the "River Visual" approach).
