I don't remember the full story, but I do know that my nephew had a problem with this issue this summer. His ID photo is several years old and he's at that age (21) at which people change rapidly, and in the photo he truly looks like a little kid, while today he looks like an adult. He was given a hard time upon check-in. Don't know whether he got more scrutiny from TSA because of it.
