Flight Attendant Powers Up Mobile Phone During Approach

I was on an AE flight last night from JFK-DCA sitting in 2B, when on final approach to DCA (the tricky approach from the North) the flight attendant turned on her mobile phone. It sounded like she was receiving some text messages. I know it's debatable whether cell phones interfere with aircraft operations, but I think it would be difficult to argue that a flight attendant or anyone else should be powering up their mobile on approach. (I guess nothing is difficult to argue on Flyertalk )

For those familiar with the approach, she powered up about 1 minute before touchdown, a few moments before making that final right turn.

Do you think this is worth reporting to AA or FAA? I don't want to over-react and report something that happened to be an isolated incident. I'm not even sure if it's a FAR violation. Maybe she just had a brain freeze and didn't think for a moment. I'd hate to think she powers up her cell phone in flight on a regular basis.
