not sure about best, but there are several options to spend a ton of money on a burger in NYC.

there's several place that makes burgers with the trimmings from their $200 or so Japanese Kobe steaks.

there's another that makes this "burger"

The $50 hamburger at Daniel Boulud’s db Bistro Moderne is crafted from ground sirloin, stuffed with foie gras and braised short ribs and topped with shaved black truffles

and another, sounds sort of nice!

a 135-year-old steakhouse called The Old Homestead... the city’s first $41 burger, a 20-ounce mound crafted from American Kobe beef...It arrives covered with a mixture of Shiitake, Portobello, Oyster, Crimini and Lobster mushrooms.
