Why no Elite lines / service for lost baggage

I have often wondered this......

How often have you waited and waited for your bag, and been in a rush to be somewhere. Then, when you are convinced that your bag isn't going to show up you wait in a line at the lost baggage office.
"I've come from ORD and my bag didn't show up - Here's the tag"
tap tap tap
"Its still in ORD - it will be here tomorrow....Please fill in this form"

It must be possible to actively identify bags that weren't scanned onto the aircraft and notify the arrival station in advance. I remember once being paged by the baggage office on arrival to be told that my bag was somewhere else, and that I just had to confirm the bag type and give them my delivery address. Not any more.

If that's too hard, how about a priority line at the lost baggage offices.

OT but the efficiency of the lost baggage offices would be much enhanced if pax filed their info and went on their way rather than complaining about how they really need their bags now.
