bump order is solely at the discretion of the gate agent (GA). and, the GA doesn't necessarily go by volunteer order if there are other circumstances.
Also, I have been passed over before because I had checked some baggage and the other person had not. I suspect that a GA may also pass over someone where the current flight is just a stopping point to another connecting flight versus someone where the current flight is their last flight of the day.
