Why? It's a BA initiative not a oneworld one, over and above BA's oneworld obligations - just like the Concorde Room is not a normal 'First Class' lounge in the sense that it's not open to BA Golds or Emeralds. It's a BA-specific lounge only open to ticketed F pax/BA 'specials'. (That said, I too was previously under the impression fast track was ticketed J/F only, no status advantage even for BA's own cardholders).
The source of my surprise? When airlines offer fast check-in counters and security access to their elites, it's usually (and in my personal experience, universally) offered to their partners' elites as well. BA allows me as a Oneworld Emerald to check in at Zone R in the F line and to use the Fast Track security there at check in -- so it seems surprising that in the FCC they'd operate under a different set of criteria.
And, I don't believe that the comparison to the Concorde Room is valid. I understand that as a *A I don't have access to
any of LH's First Class Lounges or Terminals at FRA/MUC. I similarly don't have access to the Concorde Room at LHR. But, if I have access to Fast Track at Zone R, isn't there a reasonable expectation to have access to it at the FCC, too? Right now it's inconsistent-- as if I had access to some but not all of LH's First Class lounges.
