Though it is an interesting idea I doubt you could get approvals for this in the first place. Why would it take 45 minutes? There are high speed ferries on the market that reach speeds of 60 miles an hour. A high-speed summer ferry to the Hamptons 9or other beaches) would be a sure win (on weekends) - but again I'd doubt you'd ever get approval to do this.
