ETOPS is just not for overwater routes but it signifies what the rating, plane specific, is for single engine flight time (variable), allowed away from a valid diversion runway, and can be related for overland as well.
Great Circle: http://gc.kls2.com/ has an interesting feature that lets you plot where the no-go zones are for different ETOPS clearances.
