I'll look into this further.

The procedures for the MVPG upgrade say this:

COMPLIMENTARY UPGRADES ARE NOT ALLOWED IF THE PNR HAS A
HEADER LINE AT THE TOP THAT SAYS:
- CODESHARE PNR - LIMITED CHANGES ALLOWED

There is currently nothing in the procedures that restrict the ability to upgrade on another airline stock as long as the Codeshare tag isnt there, so either the agent is mistaken, or the proper procedure has not been documented.
