Someone correct me if I'm wrong, but a cooling tower at a nuke plant is just that...a cooling tower. Hot water becomes less hot. A lot of nuke plants don't even have cooling towers, they have cooling ponds or lakes.

Therefore, flying into a cooling tower would result in a smashed airplane, a torrent of very hot water, and an expensive rebuild job. Not a matter of national security.
