If this is true (and I don't doubt you, but question the agent), this is the first we've heard of this. Many have simply signed up for PLT challenge without GLD challenge. My wife did it last year. WHat you suggest (one challenge followed by the other) has been denied to a number of people.
I am hoping that this is just an inconsistency.
