We have stayed in a 2BR at the Westin Ka'anapali (Maui) and Westin Kierland (Scottsdale) and a 1BR at the Westin Mission Hills (Rancho Mirage). The Westin Villas are very comparable but the Kierland 2nd BR is a full room w kitchenette vs. a smaller studio in Maui. I believe the Mission Hills is also a full bedroom.
The Mission Hills has a gas BBQ on each Villa patio vs. community BBQs at the other 2 locations. Kierland and Mission Hills have golf course views that you should try and request. Mission Hills are in 2 story bldgs and an upper unit would be nice, but you have to carry your luggage up the stairs (I didn't see elevators).
The Maui Villas are not adjacent to the hotel (there is a free shuttle) and you do not have pool/slide privileges at the hotel (may be important if you have kids). The other properties are adjacent to the hotel.
For a first visit, I think it may be more important where you would like to go. Maui vs. the desert, skiing, etc. My wife enjoyed the shopping in Scottsdale that is close to the property.
