And people are more likely to pack "essentials" (e.g. medication) in their carry-on bags than their checked bags.
I prefer to use backpack / duffel / messenger bag as carry-on, because they fit even in the small overhead bins in regional jets, or under just about any seat, so no need to gate-check.
