Free telephone or internet has never been a SPG benefit at any level. I have received free calls when getting upgraded to what used to called Towers and more recently Club or Concierge floors, bu tthat's a function of the type of room I'm in, not my SPG status.
Isn't the communications package just a Westin program? I can't recall being offered it at any recent Sheraton stays, and it's not in place the ones I've been frequenting lately.
That being said, with cell phones and the free long distance most offer, I don't use the in room phone for anything anymore except to call room service.

Are you sure about this? 1-800 calls are only charged at $1-2 unless you go over the 30-60 minute limit set by the hotel. If it was a short call to their toll free number and you were charged I would contact the hotel - there's a definately a problem somewhere.
