General aviation aircraft are not permitted to "loiter" over or around nuclear facilities. There was a temporary flight restriciton that I THINK has been allowed to lapse. Since I don't fly over any nuke plants, I don't keep up on that. The same restrictions apply to major sporting events.

If ATC vectors you over a nuke plant, that's perfectly OK. Since yo're on a scheduled airline and you're under ATC control, there' nothing at all illegal about this.
