Yes, JAA mandates use of lap belts for children in Europe or on European registered aircraft - as others have pointed out, just holding onto children is not safe, either for them or for the people around them I still find it unbelievable that the FAA will not mandate this... It's why I always laugh when people try and hold up the FAA as the international paragon of flight safety - all organisations have their blind spots, but this is (IMHO) a particularly obvious one
