I agree that staying at NRT is not where the action is, although you are pretty close to the world's largest (only?) refrigerated indoor ski area. There is a very efficient motor coach system that leaves from the airport and makes stops at major hotels in the city. You check in with the bus desk in the terminal for correct bus route, and pay for the ticket. Also double check the departure tax. Either you can pay it at your hotel at checkout and get a coupon, or you'll need yen to depart.
