The British authorities have gotten the entire EU to go along with the British/BAA carry-on policy .... and it will show effective April 2007 unless something changes.

Personally, I'm just going to start a lot of my trips elsewhere in Europe and just do sub-24-hour transits through the UK -- particularly on award tickets, one-way or otherwise.
