Yes, you have to pay the new taxes for all segments of a ticket whenever it is reissued. This can be painful with fuel surcharges (which change often, tax changes come along once a decade). So this kind of reissue will now add USD 80-120 to the cost (depending on what class was via LHR before). It also makes transit without stopover through LHR more appealing.
