i stayed at the elizabeth in march. (it's often discounted on srshotels.com web site, by the way).

the room was oddly shaped but otherwise, the hotel was nice and while not on orchard or scott, was like 2 blocks from there, down a hill.

I would have no qualms about staying there.

during that trip i also stayed at hotel1929, which is cheaper. the rooms are small but the hotel is cute. It's in chinatown.

there's more on both hotels if you search the forum and don't rule out bidding on priceline which regularly offers 4 or 5 star singapore hotels at discounts. see biddingfortravel.com. some of the deals are incredible, but they are spotty (depends on whether there are big conventions or not in singapore).
