The IAI (Israel Aircraft Industry) is a major player in airplane maintenance and conversion of pax planes to cargo. It's possible the plane was after a visit there. Otherwise, it was probably a charter.

Ryanair, Easyjet and other LLCs have been talking about flight to TLV for a while. They are looking for a low fare airport to operate out of and TLV is too expensive for them. There are talks about converting part of the old terminal 1 into a LLC operations terminal at lower costs.
At a time, EasyGet were said they want to operate flights Rome-Tel Aviv anc connect from Rome to Europe.
