I think they start it fairly early for the first BA HKG flight. Certainly when I've been there a couple of hours before the 18:05/18:15 HEL flights, the tables are already set up and 'operational'. So I think they must commence about 15:30 or maybe even 15:00.

I find the T1 F lounge much nicer than T4. Yes, it can get busy but never, ever as over-crowded as T4 F during normal operating conditions IME. They also have the champagne bar which T4 doesn't have (except in the CR).

To the OP - it's perfectly nice, I wouldn't worry. I certainly wouldn't let the lounge be a decision maker in a T1 vs. T4 routing (e.g. if you were looking to go to PHX vs. LAX or something. What I would say is more of a decision maker is Zone R1: for this reason, T1 wins hands down).
