That is what I assume. However, I love conspiracy theories and therefore Tyrolean's assumption may be not too devious. At least there may be a "rule of thumb" that in case of empty space this has to be "upgraded" to C and Y has to be squeezed in the back to make the difference to C. I noticed that change immediately after 8/1/04 on a FRA-CDG flight.
