I had this several times.
One thought I have is: If you fly in Y you have to be tortured:
So move the curtain as far back as you can that, so that no economy-flyer has a free middle seat. This is why Y is called torture-class.
I have seen this on an OS-flight. They upgraded all SENs to C!

An other thought is:
The setup may be form the flight before and they did not want to change it.
