It depends, because there are FAA legalities and contract legalities. FAA legalities cannot be "waived", and UAL can be fined for violating them.

It doesn't happen often, but fa's can waive their contract legalities (ie duty time, 30/7 etc.).
hopefully, the unions will be done away with during the next round of airline consolidation, so we'll only have to worry about the faa regulations.
