They are both correct.

Each airlines set the maximum number of seats available to display for each GDS. They are set to 4, 7 or 9 depending on class of service. Therefore, 4 actually means 4 or more, 7 actually means 7 or more and 9 actually means 9 or more. The real numbers of available seats are hidden as airlines don't really want to show Y243 B198 etc.
