I think this perception might be misleading. I played around with some dummy bookings tonight and found international flights with NC4, XC0. So apparently, there are extra award seats in C for 1K. Also saw a NF2, XF0 for a SYD-SFO flight.
Unfortunately, I think you'll find that NC and NF is upgrade inventory. I've availed myself of plenty of it, but you have to have SWU's or miles.
