My experience has been that award travel other than the usual r/t from point a to point b and back to point a must be done on the phone. Also, anytime I have tried to redeem miles for travel on a one world partner or other partner, again by phone only. And each time I have been told that the fee would be part of the drill along with applicable taxes.
