In theory, it should. But if the OP elected (or had it elected for him) to travel on two separate PNRs, * can't check in for a separate PNR on another airline, and you are required to have a BP to access the SKL, what should he expect? I'm not saying that this is the way it should be, I'm saying that this is the way it is, and he did not recieve any worse treatment than he deserved. Same with the OP at the IFL in SFO the other day.
