About a year ago when needed to do this on short notice, they were able to e-mail me a 'letter of introduction' that I printed out. It worked fine to get me into all the WCs and CRCs I tried to enter (didn't try any PCs). I have seen at least one post in recent months stating that they can still e-mail or fax such a letter if you need access in less time than it takes for the card to arrive in the mail.
