No you don't. No one is forcing you to go to the PPT office. You can apply for a ppt by mail, in-person at certain CPC or Service Canada offices, and even online (not sure how that works admittedly).
Online is a great way to go, you basically fill out your application online and print it out to bring to the PPT office, when at the office they do that preliminary check before seeing the PPT Officer and they will know you did it online whereby you get a special number that gets you the next available PPT Offiicer thereby jumping the queue of all those who filled out the paper app. and are waiting for hours. When I did this earlier this year I was in and out of the office in under 20 minutes, had I not done the online route I would have spent 1.5 - 2hrs in the office.
