No you don't. No one is forcing you to go to the PPT office. You can apply for a ppt by mail, in-person at certain CPC or Service Canada offices, and even online (not sure how that works admittedly). So, you do have other options...

Interesting idea, but finding people willing to work those types of hours will be difficult. And, how about the costs of operating during "off hours"? Then you may have the problem of those who would rather have the office open Mondays and Tuesdays rather than Thursday and Fridays...
It's a no win situation.
