Over the years, as
squaredanceguy said, the CW has been that disgruntled employees or those on work slowdowns, etc. will single out those bags that 1) have the airline's elite tags, 2) or sometimes, are high-end luggage, for misdirection or "time outs" because the airline will be more concerned and affected when high-end flyers are affected.
Given the hazards of flying with baggage, when I must, I include an itinerary (flights, hotels, dates, etc. and a contact for me that does not include my home information,) inside the bag on top of everything so it can be spotted if my bag is shorn of all tags, a covered identification tag, and an itinerary tag like
this "Retriever Tag", so it can be forwarded on properly. So it won't wind up in the
Unclaimed Baggage Center. IMO, these are especially good if flying American Eagle, since they have earned the lowest score on losing checked baggage.
