The issuance of a visa, under current immigration law, means only that the holder has the right to present him or herself for inspection. The inspector is not now, nor has he ever been, required to permit entry to someone with a visa.
Frankly, I don't want Immigration inspectors to lose this right and I don't believe that even with a Democatratic Congress this will change.
