Could there have been a language issue where Safety (not dropping on someone's head) was spoken as Security (terrorist threat)?

I see this as mainly a revenue generator.

7kg limit encourages people to check bags. Checked bags can become overweight, resulting in excess baggage charges. Fewer carroyons also means less boarding/de-boarding time, meaning faster turns, meaning better aircraft utilization, meaning more money for the airline.

Not a security issue. I'm guessing someone just got their S words mixed up.
