The elph viewfinder is tiny to the point of being useless.
I often use the viewfinder because it conserves battery life. I have to remember that my 600's viewfinder is not centered, however, but instead is maybe the lower left 3/4 of the actual image.
I'm very happy with my 600 (and my 400 before that), but image stabilization is sometimes an issue, so although I haven't seen the 700IS, I'd probably recommend it.
