I think you'll find that in 2001 the Central Bank of Libya announced that it was devaluing its currency to bring the official exchange rate into line with the blackmarket rate.
It has continued on this course of devaluation, so now the the blackmarket is effectively dead. I do know that in the late nineties it was possible to get 3 LYD per USD on the blackmarket, but no longer.
