Except that prior to Sept 11 2001 the US intelligence community was not actively looking for A-Q or other jihadist cells. Since then, a concerted effort (we are led to believe) in which we
were desperately looking for domestic terrorists has turned up exactly zero (charged and convicted). IOW that particular 'argument' has changed 180 degrees.
