Once you book flights, don't you have 24 hours to change your mind without incurring any charges (at least that's my understanding)? If that's the case, the obvious strategy when you find cheap fares is to book first and then ask questions later. If there's a problem, you can cancel the flights and get a full refund. I've missed out on cheap fares in the past by delaying as well!
