The no smoking in public building is State Law and is augmented by local ordances in SF. As far as LAX AC, your out of luck.

With that said, I just got off an 11.5 flight from LHR-LAX sitting next to a smoker who appeared to have lived in a smoke filled room for the last year. The smell was overpowering, but every seat on the aircraft was taken and I was stuck.
