I don't think it is the Japanese who initiated it. It doesn't apply to non-US airlines. Since it applies to all US airlines out of NRT, independently if they are flying to the US or just intra-Asia, my guess is that the ground managers of the US airlines (probably Japanese nationals themselves) got together and agreed to do this. Classic case of the Japanese going overboard without any context.
