Yeah, it appears to apply only to US carriers from what I saw. I stopped into Duty Free to buy something liquid and asked an employee if I could take it on the plane. Once he determined it was a US carrier, he said I would not be allowed to. If you are on ANA, the duty free will deliver to your plane.
