Wow, that was almost funny, you must be thinking of Southwest Airlines...
The rules are a lot clearer now in that unless you have a specific "Hot Deals" (which are usually the weekly webfare specials or one of those Expedia/Travelocity/Site59 use-it-or-lose-it last minute packages) you can stand-by even without talking to anyone on the electronic check-in terminal.
