Though it could tecnically be the german military ("Luftwaffe"= Air Force), it sounds more like a VIP visit. Probably a government minister or trade delegation.

The German state have a number of planes in plain Luftwaffe livery for use on official visits, military transports, etc. I saw a BAE146 in luftwaffe colours a few times at London City Airport when passing through there recently.
