Yes, all BA ID00/ID90/ID80 & Duty tickets are ok, as long as you are either a BA Silv/Gold/Prem card holder, or are the guest of one.
It is not valid for a BA ID ticket with a Oneworld Sap/Emer card, only BA.

You need to have your brother print off the "can I access the lounges whilst travelling on a rebate ticket" page under the FAQ's on the BA staff intranet.
I always carry a copy, but I've never needed it. The first time I decide to leave it at home is when I'll run into trouble.
